I have freecast on both myself and Gale but it just isn't recharging at all. I know it use to be broken where it recharged when it shouldn't but now it just doesn't recharge ever even when it should. But I had my charectar/gear set to where I got two free any level slots per rest period, along with freecast which I thought would give me 4 free spells a day outside of arcane recovery.
